WhatsApp error 131049: Meta held back a marketing message
Meta limits how many marketing messages each person receives from all businesses combined. When a customer has had enough recently, your message isn't delivered and you see 131049. It isn't a ban and you aren't charged for it.
What's going on
WhatsApp wants marketing messages to feel welcome. If a person has recently received many marketing messages, or tends not to read them, Meta may skip yours for a while.
Utility and authentication messages, like order confirmations and codes, aren't affected by this limit.
How to reduce it
- Send to segments that recently bought or replied
- Space campaigns a few days apart
- Make the offer specific and useful
- Avoid retrying the same message right away
- Keep order updates as utility templates
- Watch read rates per segment
Questions, answered.
Should I resend to customers who got 131049?
Not immediately. Try again in a later campaign, ideally with a more relevant offer.
Will it hurt my number's quality rating?
No. It reflects the customer's recent inbox, not a complaint about you.
